The proposed Water Districts is a real-world solution to the long-term, well-known issues in the predictive Mi-WWAT regulatory system. Participation in Water Districts would be voluntary with growers participating in data collection and the creation of better models at the local scale enabling data-based decisions on water use. The solution also provides accountability and an appeals process for regulatory decisions on limiting water use
